My guess is the '"queue" are [the few] available compounds with most potential. They will be quickly screened for desirable effects [anti-inflammatory and antiviral] by certain tests including in vitro automated tests which should be fairly quick. Then decisions would be made as how to structure the clinical trials. Again my guess is the trials will be multiple meds in different combinations to find the optimal effects. The trials will be coordinated internationally and will include treating patients at varying stages of the disease.

Since the time from the onset of symptoms to the development of severe pulmonary changes is short the trials will be quick for a clinical trial and will be adjusted as results are available to again find the optimal treatment regimens.

Just my guess, I would be happy to be corrected by someone with more experience as I am not a virologist or an epidemologist.
