UPDATE:

C-PatEx.com is in process this week to add USD to their exchange via a partnership with Perfect Money. (Kind is like PayPal) ... In doing this you should be able to send Fiat directly to their exchange, then trade to BTC, then trade PLUS1. I will try to provide a completion follow up once I hear more.
