It would seem very odd if they just left money on the table that is there for the taking. What makes me feel very sure of this is the wording like before on the notice of intent for Omega's award:

Please be advised that a competitive follow-on effort procurement is ongoing with a planned award in FY 20 2nd quarter.

This is a repeat of last time with the exception that the award is for a longer period of time which also translates into more stable revenue for TMPS.
