If investors who can afford to buy more and they are paying attention and want to do so...
... but are unable to do so...
It means no one is selling at the price they want to buy at.
Where you and I agree, if the investor feels that there are 100 million dollar deals or $8 a share, then in LIQUID markets they should be willing to raise their bid.
However, since this is an illiquid market, it might make sense to accumulate over time at low bids and raise the bid gradually.
Nevertheless, I do encourage such an investor to raise his bid so as not to miss out in the event that such deal announcements occur sooner.
That said, we also have the issue of tape painters who can paint the tape with a hundred shares despite overnight limit orders at higher prices because we're on the greys.
