Well, I really didn't want to clear up the confusion about XLPI & XcelPlus because it's not to my benefit, but I have to live with myself. So, Bill Smith is as clueless as us as to what's going on. On the other hand something very much is going on or XLPI wouldn't have started trading. Apparently FINRA does have rules that need to be followed or XLPI couldn't trade. The mystery deepens.
