Saw the volume early this morning and wondered the same thing. Been quite some time since I looked at this.

Shorts know the answer. Actually it's in ATNM's filing, recent 8K. If this trades under .20 for 30 consecutive days they'll receive notice and then likely follow through with the RS.

Shorts are clearly controlling this though I'm thinking (and betting - rolling the dice-gambling) that this may come back to life soon.

EDIT: Short Float 1.33%

So it's not the shorts. Just need the momentum to kick in.
