Try reading and understanding all this information. The reason I started looking at these regulations is I wanted to find the statement in our NE Regulations where it stated the 18 months deadline to start construction. I believe item 12 in Chapter 17 covers that event (listed below). Just a thought, the way it is worded makes a person wonder how long it can take to get an Air Construction Permit, maybe more than 18 months?

Even though we are in the process of getting an Air Construction permit, we also IMHO, must apply for an Operating permit once the facility has been built or before it can become operational.

Chapter 17 - Construction Permits - When Required

012 If construction, reconstruction, or modification of the source is not commenced within 18 months, the construction permit shall lapse except upon a showing by the permittee that the complexity of the construction, reconstruction, or modification requires additional time.
