I don't think at this point it even matters if they don't do the RS. All the eyes that were on this back when they did the acquisition have moved on and most are not looking back. PACV squandered a really good opportunity filing for that RS. Facing the strong probability that an RS would be needed at some point, they just chose the worst possible time to bring that subject up. I believe that if they made it clear that there was not going to be a RS at this time that pretty much nothing would happen to the share price. Only by burying the RS for now AND releasing some really positive news will the OTC investors be attracted back. I hope they don't screw this up any further. Overall, I think it's a superb opportunity and eventually we will all get to where we want to be but for now without excellent execution and a lot of wisdom on the part of management regarding PRs we could flounder.
