It is ridiculous to think QMC hired Williams and Hartigan to work on the QDSC.

I agree, and I never said they did. My full quote - not the deceptivly edited version:

Hartigan likely isn't working on the development of anything, and part-time Williams must have his hands full with AC.

There probably isn't anyone working on QDSC.
