The Expert Market is defined as a "private market to serve broker-dealer pricing and best execution needs in securities that are restricted from public quoting or trading." Stocks such as MSTF that are in the Expert Market remain grey market stocks, so a bid and ask are not quoted. As with all grey market stocks, we retail traders are blind. However the Market Makers in Expert Market stocks can easily see all buy and sell orders that have been placed through any and all Market Makers, making it far easier for them to execute trades.

I'm not aware of any ownership changes or PR filings.

As for how to classify the trades that took place recently, each one of them was both a buy and a sell. In trading there is some value in classifying a trade as a "buy" or a "sell", but in reality, all trades (as indicated by volume) are both a buy and a sell. The shares trade between a buyer and a seller. Sometimes a "buy" is considered to be a trade that went through on the ask. But since there is no bid or ask in the grey market, it really isn't useful on the grey market to try to classify trades as buys or sells.

Another way to look at it is this: A "buy" is when someone buys shares from someone who sells, and a "sell" is when someone sells shares to someone who buys.

Finally, the exciting thing about stocks going on the Expert Market is that sometimes the pps explodes. It has been happening recently in a number of stocks. But there's no guarantee. The one thing we know for sure is that on the Expert Market, grey market stocks trade much more easily.
