Look under where it says SERVICE PROVIDERS / Securities Counsel at the following link: https://www.otcmarkets.com/stock/HENC/profile

Someone stated that it never showed the Security Counsel as a OTCQX Sponsor on their profile before.

This could be GOLD.

According to Investopedia, a public company stock must stay over $1 for 90 days before they can qualify to be listed on OTCQX. It is currently .20 per share.
