This answer is very easy. Because this is one of those super high-risk/high-return plays that they sometime invest in with the hope that there may be a snowball in hell's chance that VPLM may one day amount to something. It won't. If you look at how much they invested and in light of the funds they have available it would be like a normal investor sinking $5 into an investment. Then again with as horribly bad as VPLM shares have done over the last year(down over 75%) and how ridiculously low the share price is it sure buys them a ton of shares.
