That article is about government waste and inefficiency in South Africa. It's about bailing out companies that should be allowed to fail - but not letting them fail because there isn't the political will to do the right thing. It's definitely not about the governemnt having no choice but to keep shoveling money into them. In fact the author is making the opposite case - that there is no reason why it has to happen.
Is that the comparison that you're making, that the Assam government will bail out an inefficient and failing Amtron? That Assam taxpayers will be writing checks to QMC if the technology fails because the government doesn't have the political will to let it fail? Is that what you're saying, or did you just not bother to read the article you cited?
