Out of shares? It is literally a stroke of the pen for a company to increase the A/S. Company could easily do a massive R/S as well and not even have to increase the A/S. Any one of those options frees up new shares to "sell". Conspiracy theories aside I think whats happening is very interesting and very telling. For those of us who are actually paying attention and not viewing all of this as an anger management therapy session.
