On the surface it seems pretty horrible to prohibit someone from taking a cruise just because of the passport they hold. I am sure I would be furious if I was that person who got held back when I knew that I was clean and virus-free. However, the cruise lines have to be ultra-conservative in these cases because one sick person can shut them down and ruin the cruise for the other 3000+ people and cost hundreds of thousands or even millions of dollars.

Right now there is a cruise ship out on the sea that can't come into any port (so far) because of this coronavirus fear.

Airlines, cruise lines and other mass transit platforms have to err to the conservative and that is often not fair to the person(s) caught in the middle. I see it all the time in my job as an airline pilot. Cruise ships are 10 times worse because they are like floating Petri dishes.
