I never paid much attention to the Pre-Salt, because I was in hibernation-mode:

This is especially common off the coast of Africa and Brazil.The amount of oil is not well known but is thought to be a significant fraction of world oil reserves.

Well, evidently, SOMEONE is letting ERHC live. It seems not for no reason someone was picking up the bill for those, very likely, very expensive lawsuits. I don't think it was done on a 'pro-deo' basis... :p
