The OPeration officer should be responsible for shipments to stores. if he looks at sales history he can determine quantity to ship to store. Its called inventory control. You just don't blindly ship same quantity to
all stores hoping it will sell. That will prevent product write down
to move inventory at a loss. It will also eliminate the need to ship
between stores.
