That is an intriguing idea. I know that Preston Padden (CBA lobbyist) on Twitter specifically mentioned VOLUNTARY clearing payments from the carriers in one of his final tweets before Pai's announcement. Perhaps they would be willing to pay more for work completed ahead of schedule?
