A scam doesn’t require dilution to be considered a scam. A good example would be a front-loaded worthless stock which then starts getting pumped by individuals with the specific goal of increasing the share price. This is usually done by those who front-loaded the stock in the first plane in order to make a large profit off of unsuspecting shareholders. These front-loaded shares can be promoters, friends, family, and anyone else who has inside information not usually provided to the general public. That right there is a scam, and I believe that is exactly what happened with GIFX.
