Let me dumb it down for you.

Lets say OS is 10,000 shares and PPS is 1 dollar. Market Cap is 10,000 dollars.

Company does a RS of 1:2000 reducing OS to 5 shares. Share price goes 2,000 dollars.

But OS not updated so Market Cap reflecting old OS * current PPS. Thus inflating Market Cap 2000 fold.

So we need to base current market cap be reducing by reducing shares.
