It's kinda complicated but the Company is indirectly dumping shares into the market, everytime they borrow money, they issue Notes to pay it off and from there the Notes Holder can convert those into common shares and dump into the market.

Don't you see it's strange how there was almost 100mill shares sold at .0002 today, clearly it's not a retail investor trying to flip because in the last few weeks, .0002 was the lowest price, this is clearly new shares from a converted note owner diluting into the market.
