Well , reading between the lines on this last pr , to me suggests the following

Here is a dangling carrot cause funding is coming
We have a whack of shares that will be hitting the market as well, so here come the PR’s
We need to generate liquidity and interest
We will prolly have some promo coming soon
Chances are upcoming financing will be very dilutive
Pas is good , however we don’t really know if their is a chance this could be implemented ( they say skeptics ?? Lmao , no sheet ! )
Is a pump coming and where does it start ? .002 to .005 , .004 to .008 , .0058-.01 ?
When is the dump ?
