If here at SCOTUS is the talking about Lower Court Ruling, it means By Final Verdict and is related to the 5th Circuit Appeal Court, the only one We have a Final Verdict for Other Courts to respect ( Sweeney, Lamberth, Atlas, Etc. ).
For Example If Certiorari Denied - It therefore would mean, The Parts of 5th Circuit Appeal Court Verdict that has been used To Appeal To SCOTUS, would By SCOTUS Become Reconfirmed & Binding For Any Courts To Respect And To Follow at any further Courts Procedures !
