I expect the CEO wants to build the PPS ( and I agree ) in order to build vaule in the company /stockholders .
To build longs they need to expand . Best fast way to expand is via a merger( one way ). Vaule in a merger requires vaule in the PPS or take the back seat in such.
with no Volume History in the stock this is the way to grow. Even with Volume to create a Paper Shreader ( dilute /add stock would spell the end fast.)
