I disagree.

Averaging down not advisable here, now, unless you are referring to buying AFTER/POST split and entry of the 12M new shares. After the post action, it would be like buying each share at .00001 NOW. The way the RM is set up, IMO, you MUST expect a significant drop in PPS by the time the RM is official.
