That R/S in the Reg A upset a lot of shareholders (me included). It pushed away a lot of great traders and big investors, and some of them feel burned and don't want to return. It's unfortunate. I agree and strongly believe that the PPS could've already reached $0.01+ if it weren't for that R/S being written in the Reg A.

However, this stock still trades very thin, and positive morale could easily return. The CEO actually went to court and won a judge verdict to remove tons of shares from the share structure. The float here may actually be less than advertised. There's also some long-term shareholders that are holding strong until this breaks over $0.01. We could very easily get back up to $0.002+ in the blink of an eye.
