I think you are by far too late to get the payment. Unfortunately I don't know how to find the old filings (supected they could still be available at otcmarkets.com or edgar, but I couldn't find any), but I still have the pdf-file from 2nd December of 2016. There one can read:

If you do not send the attached demand for payment within 30 days of the mailing of this notice to the above address, you shall be deemed to have waived your right to demand payment with respect to your shares.

If you are a native speaker (I am not) It could be useful to call them...
