Following the old general news articles (BFHJ posted no releases), the Company made a sole sourced proposal at an extremely competitive price for about 25x the savings in these deals. Their proposal seemed to die when the previous mayor did not win RE-election. New mayor apparently killed that proposal, dumbed down the deal to something 30x smaller and awarded it to a homie. BFHJ probably didn’t even submit a bid on that basis and I don’t blame them.
