I hope you are right because I've seen a good number of penny stocks (pps < 5) that do an R/S when they are at 100M. They claim to do it to keep themselves listed by staying above $5/share. But of course they dilute the crap out of the shares and drive the pps down, so then they have to R/S again. And of course that cycle wipes out the SH equity.
