China has agreed to buy Rare Earths from the United States

Absolutely not true. Rare-earths are part of a laundry list of manufactured goods that count toward trade deal exports. China would never buy rare-earths from the U.S. as China controls the vast majority of world supply of rare-earth metals. It would be like the U.S. importing attorneys. Ain't never gonna happen.
