The contract was never 30m

Now that the hype has died off a bit, if you pay attention to the SAM document, you'll realize it isn't a contract at all. It's their annual registration to bid on tenders. The table that contained the $30m value was just listing the qualifications to be considered a small business. For that particular NAIRCS code, the maximum size standard is $30m annual revenues. They put a 'Y' beside it to affirm they qualify with less than $30m annual revenues. That's it! It's hard to believe how much that rumor took off.
