Nothing is a guarantee until the facility is built and the plant is producing dots. But with the state of India taking a major interest in this, I do not see this falling apart.

I think the State of India is trying to put itself in the heart center for the next generation of technology. So, as my opinion, I do not think they will fail at commercializing.

But yes, if they aren't for whatever reason able to commercialize, than yes, it is all moot.
