Intended buyer's feedstock is sorted municipal waste. They can't test that in NY with the current solid waste permit.
The current solid waste permit renewal has been pending for a year, because Heddle hasn't followed through with the required engineer's report.
If Heddle plans to stuff sorted garbage into the machine, the NYS DEC needs to be told about that. I'm sure they will shut that nonsense down.
