Nobody will pay that price for a preroll. You can buy stuff cheap on the illegal side. Look at california. Dispensaries sell about 30% of the marijuana being sold because people aren't stupid enough to pay double what they can buy it for. People have been buying pot for many many years and they know where to get it without the ridiculous taxes. Why would they change that? They wouldnt. Not for HEMP prerolls. You can roll 3 or 4 of your own for the same price.
