Notice that it says that they will "have capacity to produce". That doesn't mean that they will actually "produce" 8 tons or more. It just means that it is a possibility.

Sort of like saying that my garage has the "capacity" to hold a Lamborghini. Or that someone has the "capacity" to make a billion dollars.

If KBLB actually wanted to say that they would produce a minimum of 8 tons, then they could have just left out that phrase. For example:

"The Company expects that its factory will produce more than 8 metric tons of its specialized silk in 2020, with a total capacity of roughly 40 metric tons per year, once fully utilized."

They still have a back door (since that sentence still has the word "expects"), but it gets rid of the other phrase which totally changes the meaning.
