That's correct, they would have to increase the authorized shares - this is covered in 1.4.c. of the Preferred E bylaws- https://backend.otcmarkets.com/otcapi/company/financial-report/94933/content

Note: 1 share of Preferred E shares equates to 250k common shares. 1k preferred E shares converts to 250m commons. So yes, they would have to increase the authorized by what appears to be a substantial amount. My opinions.
