Yes, thats a reasonable conclusion. A bit of a stab in the back for investors in the short term though. I don't like the idea of intensionally holding back information so the CEO can get top dollar for shares. The buyers are then left holding the bag. I'm lucky on this one because i went in with 1s that i bought months ago. Most we're no so lucky.... and its only luck. IMO
