That was a market maker signaling to hold the low at .0173. I know a new investor who tried to buy 100k at .0173 not realizing that the $ transferred into his brand new account weren't going to settle for days. I believe that the market maker was aware of that order. The MM wants to sell him those shares at ask so they drove it up, probably planning to deliberately drop the price right after he gets his shares trying to panic him into selling quickly for a loss. Just mho. They'll show no mercy to a newbie....
