Always been my understanding that the SS can't change when the ticker is Delinquent although traders here said called the gagged TA told O/S 3.7 billion... Currently OTCM has the A/S 990mm. Your post make sense and agrees with my understanding. Any TA experts please chime in, to win at this game we need the real truth. Thank you

t just means that there has been ZERO changes since February 20, 2018.

The CURRENT and NOW UNCHANGEABLE (sec 9.b. LOI) O/S is: 899,530,798

This is fantastic news because we know there will NOT be ANY DILLUTION during the 240 days from Dec 18, 2019 LOI signing!
