From the filing, Ibeto was issued 14B restricted shares. Later it became 15B without explanation.
Back in June 2018 someone posted something about a well known East African bank that was "buying" shares. Would have to wade through maybe 10,000 posts in mid late June 2018 to find that post. Believe it was the East Africa Bank mentioned. Take this with a big grain of salt, though it could have been true. Might be possible the "missing" 1B restricted shares is issued to that bank in some type of deal/compensation?. If that bank was buying shares, I'm sure they don't like to take losses like this.
Another topic to note is the symbol change. The 2018 8-k stated FINRA was reviewing the financials/submission after the suspension.
Not worried about the O/S shares; the Africa stocks seem to operate on a different level. Its the float that really counts. All IMHO
