They will not revoke it since the stock is still registered and that CUSIP has been assigned.
Once the Registration for the Stock is REVoKED, it can remove the CUsip number assigned since it will mo longer be applicable to any issued and registered stock.
the CUSIP just identifies the stocks registered. That is all it does.
SEC will at some time have to make a decision to revoke the registration or not. Since this is an inactive stock, they just might revoke it and if any thing, this becomes a dead shell that someone can buy and revive it... clean the books and resell it... but why go through all that trouble when there are thousands of other dead shells out there now?
