It depends...He has done it both ways; before SoS filings (PFMS and CRGE) and after SoS filings (FHAI and XNNHQ). It appears the last batch of tickers (which included PFMS and CRGE) that required Form 15s, he filed the FM15 immediately after appointment of custodianship. The SEC was suspending tickers hot and heavy during that time period.
