There is fluff and there is FLUFF
We have been through this before, try to grasp:
Your opinion of what counts as fluff means nothing. The regulators in consultation with company management decide what is material info. If they decide it is material, it becomes a PR. This is not done to satisfy you or displease you. It is done BECAUSE IT IS THE LAW.

In the case of the Johnson County special use permit, suppose the supervisors had refused this permit. That would have stopped the project. Would announcing that have been fluff? I kind of think that would have been material info. In fact, they did issue the permit. That's not material info? Why not?

If you really believe “any news that isn’t about financing is fluff,” then prepare for more fluff. Sooner or later the state will issue or deny the Air Permit. I can guarantee you that will be considered material info and it will be the subject of a PR. Very few of us will consider that to be fluff. But again, what we or you think does not matter. The regulators will decide it is material and it will be announced.
