Absolutely they can "issue" any type of "letter" , "statement" , "press release", "blog" or "LINE" update they wish - especially if it's issued in the country of origin, which obviously is China.

Private companies issue press releases all the time.

Dell Computers is a private company. Are they not allowed to issue PR's ?
