The problem is that the structure you're referring to, like every other structure we can see, was visible before QMC said construction began. The conclusion may be that we "do not know," however all the facts we do know suggest that above-ground construction has not started, and there are zero facts that suggest it has.

Here is some speculation for you - maybe the folks who are really controlling the purse strings want to see the reactors working at a commercial pace or a working R2R-produced QDSC before they shell out the cash to start above-ground construction? There is no reason to think either has ever been done by anyone, so wanting to see it first seems like prudent business, no?
