The conclusion may be that we "do not know," however all the facts we do know suggest that above-ground construction has not started, and there are zero facts that suggest it has.
Here is some speculation for you - maybe the folks who are really controlling the purse strings want to see the reactors working at a commercial pace or a working R2R-produced QDSC before they shell out the cash to start above-ground construction? There is no reason to think either has ever been done by anyone, so wanting to see it first seems like prudent business, no?
