When a market maker files that Love this part of your post:

“When an MM files a 211, it assumes liability. For that reason, they are not generally willing to sponsor a company that’s been suspended unless they have very good reason to believe the SEC will not be bringing a further enforcement”

So the market maker has to be convinced that there’s no way that the ticker can get revoked in any way shape or form whatsoever by the SEC again.

So this one is back for good now.
