It is better than what we've got, which is nothing, but it's hardly definitive.

Even if he didn't do it for the "right" reasons I thought he'd pay harder for selfish re-election. I don't think this helps him and if anything will help his oppositionb who can't paint him as all talk.

If hemp/CBD and marijuana aren't sorted by election time it will become a campaign issue.
