This is interesting because it's been widely publicized that Congress is looking to add FDA guidance to the budget. The House already passed an amendment in June, and McConnell in the Senate is even more aggressive looking to add a 90 day time limit for the FDA to report their plan.

Additionally the safe banking act that passed in the House 3 months ago is supposedly going to be voted on in the Senate before the end of the year.

Both would IMO be catalysts.
