I was just foolishly hoping for a straight answer from OTCMarkets to avoid speculation. I have attempted to follow up but expect nothing based on history.

This may be the element that was needed:
"Verified Profile 09/2019"

If OTCMarkets used that "verification" to justify restoring the OTCQB status that just goes to show that they don't pay much attention. The Profile verified on 9/2019 says:
"Employees
8 as of 07/01/2016"


This needs a little cleaning up, too:
