Expected news is not impactful. Anticipated news is.

I'm not sure about the distinction here? IMO, the share price will face stiff headwinds due to the R/S until it is resolved one way or the other. A R/S is both expected and anticipated. Just as reports of eggs, worms, cocoons, etc were/are. All of these are expected and anticipated. I don't really see a distinction that is significant.

If the R/S did not exist, news of expanded production would be very welcome. The company said it was expanding production and is now confirming it is happening. This was both expected and anticipated. Not reporting this type of follow through would be detrimental, IMO. We don't have as many details as we'd like but at least the ball is being advanced.

If the R/S was not hanging over the company right now, these advancements in the business model would be much more impactful, IMO.

I don't think continued news along these lines will move the needle much, though I do believe the announcement of actual contracts, revenues, product shipped to end users, financing, etc, should provide share price appreciation. These are all currently expected and anticipated but I believe their announcement, when confirmed, will provide at least somewhat of a lift.

I think everyone here agrees the RS boogey man is what is impeding real share price appreciation right now. Needs to be dealt with. My hope remains that we get some substantial positive news coupled with rescinding the RS authorization. That should create a meteoric rise in share price and really set things in motion.

Other than those placing bets to the contrary, the vast majority here will certainly welcome the share price growth many have been waiting a long time to see.
